DC Licensing Requirements

Unarmed Security / Special Police Officer (SPO)

Those who apply for a license to provide Unarmed Security Guard services / Unarmed Special Police Officer services must be 18 years of age or older.

 Armed Special Police Officer (SPO)

 Those who apply for license to provide Armed Security Services or Armed Special Police Officer services must be 21 years of age or older. 

Criminal History

Your application for security guard licensure may be rejected if either of the following are true:

  • 1. You have been convicted of a felony and have been released from incarceration during the two years preceding the application; or,

  • 2. You were convicted of a misdemeanor that involved larceny, or the illegal use of, carrying or concealment of a dangerous weapon and you were released from incarceration within the year preceding the application.

All forms must be notarized. DO NOT sign the application until you are in front of the notary clerk!

Test is VALID for 30 days.

Note: The physical examination document must contain an original signature of a doctor who attests to the applicant's physical and mental preparedness to perform the job of security guard. The document must be dated by the doctor with a date that is not more than 90 days prior to the time of the application.

Take note of the following requirements that must accompany your application: 

  1. Drug test results

  2. Two (2) 2”x2” passport photos with your name on the back.

  3. Copy of Birth Certificate or Passport, Social Security Card / Citizenship Certificate

  4. Copy of a State issued ID / Name change documentation (if needed)

  5. Copy of your DD-214 (if prior military)

  6. Firearm Range Certificate (valid for 30 days, afterwards a fee will apply)

 Submit Your Fingerprints

This occurs at the Security Officer Management Branch (SOMB) of the Metropolitan Police Department. SOMB will take your fingerprints, documentation of your exam score from Pearson Vue, the results of your drug test, your arrest and employment history and your notarized authorization to release information form.

 SOMB requires a payment of $35. They accept money orders, cashier's checks and checks from your employer. Checks must be made out to the D.C. Treasurer.

Once approved, you will go back to SOMB (in line before 8:00 a.m. to be sworn in as a Security Officer / Special Police Officer and receive a temporary license card.

 Your hard card license will be mailed to our office, we will contact you when your license is ready for pickup.

In order to apply, you need the following:

You'll Need

  • Two (2) 2”x2” passport photos, per application. So, if your applying for MD Guard and MD Handgun, you will need four (4).

  • Money Order(s) for application fees, made out to: Maryland State Police

  • Maryland Security Guard Certification, Fee $15 (renewal is $10)

  • Maryland Handgun Permit, Fee $75 (renewal is $50)

  • Fill out the Maryland State Police Security Guard application, online-only, DO NOT PRINT



  • Enter the date & livescan number on the top of the application.

  • Select “original” or “renewal” Select “firm”

  • Select “security guard” and fill out your information, then print.

Select “handgun permit” if applying for Armed Guard or Maryland HQL & fill out your information again, then print.

If you are submitting a Wear and Carry Permit application simultaneously with your Security Guard application, please ensure that the packet is directed to the attention of the Handgun Permit Unit for expeditious processing.

 Once all required paperwork has been confirmed, mail your packet to the MSP Licensing Division.

Your card(s) will be mailed to us, the process can take up to 90 days. 

Your hard card license will be mailed to our office, we will contact you when your license is ready for pickup. 

Handgun Qualification

Upon successfully completing training with us and being provided your certificate, The Handgun Qualification License is accessible online through MyLicense. For access, please click HERE.

Fingerprinting is required unless you already possess as Maryland Wear and Carry Permit.
